Every family deserves to feel safe in their neighborhood. I will work closely to ensure Chula Vista invests in law enforcement, fire protection, and community safety programs that keep our streets, schools, and parks secure. Protecting families and preventing crime will always be a top priority. My goal is to create a safe environment in the parks, ensuring that everyone can enjoy their time without concern for their safety.

Chula Vista needs real solutions to address homelessness-solutions that are compassionate, effective, and practical. I will advocate for programs that provide support and resources for those in need while ensuring our neighborhoods remain safe and clean for all residents.

As a mother raising three children here, I understand firsthand how the rising cost of living impacts working families. I will fight to keep taxes low, oppose unnecessary fees, and ensure the city uses taxpayer dollars responsibly so that Chula Vista remains affordable for homeowners, renters, and small businesses alike.

About Angelica Martinez

I am a proud wife and mother of three boys, and for 24 years I worked as an educator supporting children with disabilities and their families. Education has always been close to my heart because I know firsthand the challenges our children and parents face every single day. I was born in San Diego, raised in Tijuana until I was ten, and for the past 33 years I’ve called Chula Vista my home. I’ve lived in District 2 since 2000, and this community has shaped who I am today. Like many of you, I grew up in a single-parent household, faced struggles, and even had to leave school for a time. But I never gave up. I went back, finished my education, earned my degree in Liberal Studies, and became a teacher. That journey taught me resilience, second chances, and the power of community support. Today, I continue serving families through leadership roles in education. I was recently elected to the Sweetwater Union High School District’s District Parent Advisory Council, and I serve on the Hilltop High School Community Schools Steering Committee. In these roles, I work side-by-side with parents, teachers, and administrators to ensure our students succeed and that families have a real voice. In 2024, I also ran for the Sweetwater school board, and through that campaign I built strong connections and name recognition with families across the South Bay. Now, I am running for Chula Vista City Council District 2 because I believe in law and order, integrity, and transparency. I believe in compassion — but also accountability. And most of all, I believe government should serve the people, not political power or special interests. My vision is simple: safer neighborhoods, stronger families, and a city government that listens to its residents. I want every child to feel safe walking to school, every parent to feel heard, and every taxpayer to see accountability for how their money is spent.

These numbers demonstrate that families in District 2 face unique safety challenges compared to other parts of the city. As a parent raising three children in this community, these statistics are not just abstract figures to me; they represent the safety of my family and neighbors. My lived experience motivates me to focus on practical solutions such as improving police response times, expanding afterschool programs to keep youth engaged, and enhancing lighting and traffic safety in public areas. By combining data with my personal commitment as both a parent and resident, I can bring a stronger, family-centered perspective to addressing public safety concerns in our community.

Why Am I Running

In 2022, promises were made to address rising crime, homelessness, and the increasing cost of living in our community. Four years later, many families in District 2 still feel unheard and unsafe.

As a mother, educator, homeowner, and longtime Chula Vista resident, I see these challenges firsthand. Families deserve accountability, transparency, and real solutions — not broken promises.

MY FIRST 90 DAYS

A Commitment to Chula Vista City Council District 2

Residents deserve clear answers about how their city operates and where their tax dollars go.

If elected, I will spend my first 90 days listening to residents, reviewing records, following taxpayer dollars, and identifying practical actions. I will meet with city department leaders, ask difficult questions, and report back to the community.

Some problems will take longer than 90 days to resolve. My commitment is to establish the facts, push for progress, and make sure residents know what comes next.

DAYS 1–30 | LISTEN AND ESTABLISH THE FACTS

I will meet with residents, neighborhood representatives, small-business owners, and city department leaders to understand what is working, what is delayed, and what needs immediate attention.

I will request briefings and available records on budgets, staffing, contracts, project timelines, and service gaps. These meetings will help establish priorities that residents can track.

PUBLIC SAFETY | BOOTS ON THE GROUND

I will meet with police leadership to review available District 2 crime data, patrol staffing, response times, and neighborhood concerns.

I will ask how public safety resources are allocated and what practical steps could strengthen police visibility, community-based policing, crime prevention, and responsiveness. I will share what I learn and identify proposals for council consideration.

HOMELESSNESS | COMPASSION AND ACCOUNTABILITY

I will review the city’s homelessness response, including the Homeless Outreach Team, outreach services, spending, and measurable results.

I will ask where service gaps remain and how the city connects people to help while keeping public spaces safe and accessible. Residents deserve clear information about what is working and where changes are needed.

OUR PARKS | HILLTOP PARK AND EUCALYPTUS PARK

I will request a detailed accounting of both projects, including:

Original budgets and expenditures to date
Bids, approved contracts, and applicable change orders
Remaining work and projected completion dates
Reasons for delays and risks to completion

I will seek briefings from the responsible city departments, including Parks & Recreation, Public Works, and Finance, to understand what can realistically be done to move these projects forward.

I will follow the money and press for clear timelines that residents can track.

INFRASTRUCTURE, TRAFFIC, AND SMART GROWTH

I will review priorities for streets, sidewalks, drainage, traffic, parking, and neighborhood maintenance. I will ask how projects are ranked, how backlogs are measured, and how urgent needs are addressed.

I support smart growth that considers whether roads, parking, parks, public services, and other infrastructure can support proposed projects. Residents deserve meaningful opportunities to understand neighborhood impacts and provide input before major decisions.

SMALL BUSINESSES | REMOVE UNNECESSARY ROADBLOCKS

I will meet with business owners, including those along Third Avenue, about permits, licensing, fees, inspections, delays, homelessness, and public safety.

I will ask city departments to walk me through the steps required to open a business and identify where applicants encounter unnecessary delays.

I will pursue practical improvements such as clearer guidance, better coordination among departments, and more predictable processing. I will also examine whether local businesses have fair opportunities to compete for city contracts.

City Hall should help responsible businesses open their doors and thrive.

COMMUNITY FACILITIES | 465 L STREET

I will request a briefing on the 465 L Street Community Youth Center, including its current use, maintenance needs, operating plans, funding, and any proposed changes.

Residents deserve to understand the options being considered and have a voice in how this facility serves our community.

TAXPAYER DOLLARS | TRANSPARENCY AND FISCAL RESPONSIBILITY

I oppose new taxes. The city must demonstrate responsible stewardship of the money residents already pay.

I will examine spending, contracts, cost increases, and project delays. I will ask whether funds are being spent as intended, whether results are measured, and whether residents can easily access that information.

I will clearly distinguish confirmed findings from questions that still need answers.

DAYS 31–60 | FOLLOW UP AND PURSUE ACTION

I will use the records, meetings, and resident feedback gathered during the first month to identify urgent issues and practical next steps.

I will:

Follow up on unanswered questions and outstanding records.
Identify improvements that warrant council discussion.
Advocate for action on service gaps and project delays.
Continue meeting with residents and business owners.

When a proposal requires a council vote, staff analysis, funding, or cooperation from other council members, I will explain those steps and work to build support.

DAYS 61–90 | REPORT BACK TO RESIDENTS

By the end of my first 90 days, I will publish a plain-language progress report explaining:

What I reviewed and whom I met with
What the records showed
What remains unanswered
What action I requested and any progress made
What comes next

Residents will be able to see both the progress made and the work that still needs attention.
